In reference to clause Nos1 and 10 of the I part of Article 94 of the Constitution of Azerbaijan Republic, this Law determines the main principles of the state policy in the sphere of organization, administration and development of science in Azerbaijan Republic, objectives of scientific and innovative activity, rights and assignments of subjects of scientific activity, mechanisms of financing science, promotion of the scientific achievements and organizational and legal basis of their use.
This Law determines the provision of political, economic, social and cultural development of the country, raise of welfare and scientific level of every citizen of Azerbaijan Republic, acquisition of new knowledge, and leading role and tasks of science in satisfaction of natural and moral needs to understand the world.
